1. Call Meeting to Order:

     Mr. Nichols called the meeting to order at 6:50 p.m.

2. Roll Call:

     Present: John Nichols, Steve Kruger, Betty Carvellas, Moe Germain, Karen Bates

3. Approval of Minutes:

Mr. Germain made a motion and Ms. Carvellas seconded it to approve the minutes of April 3, 2002 as amended. The motion passed unanimously.

4. New Business:

Discussion of Sue Thomas' presentation on public participation - Her assignment for us was to identify stakeholders. Mr. Germain had begun the assignment.

Discussion of goals for public participation - Goals include getting people to come to meetings, educating people about what they can do on own to improve water quality and also what they can do to help direct the town make decisions that will improve water quality.

Approaches were discussed - Ms. Bates suggested that meetings could be held in the subwatersheds at interesting places, such as people's homes. However it was noted that it could be difficult to have the Stone Environmental attend all the meetings if they had limited in the number of meetings they would attend in their contract with the town.

Ms. Carvellas suggested that town residents could become neighborhood captains who would host the meetings. Water Quality Committee members may be able to provide information, especially if Stone Environmental pulls it together.

The consultant could put on Colchester-wide educational forums after the neighborhood meetings.
