MINUTES OF MEETING-JANUARY 30, 2002

COLCHESTER MEETING HOUSE

1. Call Meeting to Order

Mr. Moe Germain called the meeting to order at 6:40 p.m.

2. Roll Call

Present: Members: Pat Kearney, Moe Germain, Karen Bates and Betty Carvellas Don Sargent and Rene Mraz-Peterson
Absent: John Nichols, Bill Romond, and Steve Kruger

3. Approval of Minutes - December 12, 2001 and January 9, 2002

Rene Mraz-Peterson made a Motion to Approve the minutes of December 12th, 2001 and January 9th, 2002, Betty Carvellas seconded the Motion and it Passed.

4. New Business

Juli Beth Hoover, South Burlington Planner and creator of the Mad River Sewer Utility, informed the group on the history of the project and how they obtained public support.

The Town of Warren has 350 residents and there were approximately 100 homes involved with the project at a cost of $4.5 million. They obtained Federal Funding as a demonstration project. Phone calls were made to the involved residents to gain public support. They also kept the Select Board updated by meeting with them on a monthly basis. Attractive, quarterly newsletters were published along with the mission statement. They also had an article in each issue of the Valley Reporter, a local newspaper.

They worked with Stone Environmental and Forcier and Aldrich for design, engineering and public outreach. Their biggest single project was the Warren School, which was a $150,000 upgrade of the schools wastewater system using the Orenco Advandtex System.

They charged each homeowner, that is part of their wastewater system, a Maintenance Fee of $550.00 per year. This covers the cost of pumping septic tanks and maintains all pumps, filters, etc.

5. Proposals for Water Quality Plan

Moe Germain presented a spreadsheet that showed ratings of each firm that bid on the project. This spreadsheet consisted of individual assessments by Bill Romond, Don Sargent, Pat Kearney and Moe Germain and totaled these four inputs to show a final overall recommendation. The spreadsheet has been forwarded to Genie Sobolasi, Town Engineer.

The proposal documents were given to Betty Carvellas, Karen Bates and Rene-Mraz Peterson for review.

6. Malletts Bay Water Quality Report, Summer 2001

It was recommended that we work on recommendations based upon the report using e-mail and be prepared for a discussion at the next Water Quality meeting.

7. Next Meeting Date and Meeting Location

The next meeting scheduled for the Water Quality Committee is Wednesday, February 13, 2002 at 6:30PM at the Colchester Meeting House. (The meeting may be on the main floor or in the basement level).

8. Adjournment

There being no additional business to discuss, the CWQC adjourned at 8:10 p.m.
